Yes, at any time from the Billing page. Cancellation takes effect at the end of the period already paid: you keep your plan until then, then go back to the free plan.
No, a period that has started is due. That is why cancellation waits for the end of the paid period: you get to use all of it.
The change is prorated over the current period: the difference is charged, or deducted from your next invoices.
